Why ‘Competency-Based Education’ Will Deepen America’s Education Crisis

Do we really want a society in which every action a child takes from K-12 is incorporated into an economic planning algorithm that may control the rest of his life?
Jane Robbins

Despite his failure at presidential politics, Jeb Bush emerged from the recent campaign with perhaps unparalleled influence on K-12 education. Minions with ties to his Florida-based, Bill Gates-funded Foundation for Excellence in Education (FEE) are populating the U.S. Department of Education (USED) under Secretary Betsy DeVos, and FEE leverages Bush’s education legacy to push its preferred policies in multiple states. One of those policies is competency-based education (CBE).

Comments about:   Common Core and ESSA – and Education Secretary Betsy DeVos.

Common Core was coercively pushed on school districts and states across our country,  (using force and threats in addition to bribery) — it was deceptively implemented, keeps growing in its scope, and has not gone away.

Common Core was officially made federal law (ESSA) in December 2015.  If Betsy DeVos does not know that, or if she does and is hiding it, she should not be our Education Secretary.  We need someone who will honestly and thoroughly champion for local control of education — not just in words, and not just in little parts – but have local control truly be the top priority.

Go to the end of Blog 0205, for some links to other blogs on this website that deal with Common Core.  They contain information that will be helpful to people who know nothing about Common Core, and they are also excellent resources for people who have studied Common Core for years.

Samples from Jane Robbins’
May 4, 2017 Competency-Based Education (CBE) article

“Our Choices: Minimum Competency Or Indoctrination. Some CBE proponents straightforwardly argue that education must be changed to focus less on instilling knowledge and more on training students in “twenty-first-century skills” such as creativity, communication, and collaboration.
Unencumbered by facts, the government can then establish its own definitions of what success looks like in those areas.”

“This is where CBE becomes much more dangerous than its predecessor OBE. Modern technology allows the training to be accomplished much more effectively, and with data-capture mechanisms that can literally reshape our children’s lives.”

“Slicing and Dicing Kids’ Minds for Market Digital learning uses interactive software to track the student’s every keystroke, and perhaps his psysiological reactions, to create a personal mind-map illustrating not just what the child knows but also how his brain works.  This is perfect for CBE.  Th Student can work his way through the different benchmarks at his own pace and have all his responses recorded and incorporated into an algorithm that shows where he is and where he’s likely to go.”

“According to the CEO of mind-mapper Knewton, the ed-tech companies will have so much data on each student that they can predict what he will do and tell him what he should do.  Few parents want the government (through the schools) to have this much information on their children, but of course, parents won’t be told how all this works.”

“CBE isn’t real education. It’s a mechanism for control. States must reject it.

0199_Part 5_HUD/AFFH grant money_I have met with Libby and a member of her staff_The county vote concerning HUD/AFFH grant money postponed until Congress acts

Invited to search for accurate information about HUD/AFFH grants

A few weeks ago our County Commissioner Libby Szabo (Jefferson County Colorado – District 1) asked me to help her find accurate information.  She is being bombarded with information from two different sides — information making opposite claims, even about the same incidents.  She wants to know what is really true.

The question Libby is facing:  Should she vote to accept or reject HUD/AFFH grant money?

Because of Libby’s request to me, I have been diligently researching through the internet and books; have interviewed several people with insight and experience; have learned some things about Douglas County that has refused the HUD/AFFH grant money; and have reported in four previous blogs on this site some of the research up until last week.

Meeting two days ago with Libby and Kat

Last Monday afternoon (2 days ago) I met with County Commissioner Libby Szabo for several minutes.  Kat (one of her staff) joined us for another two hours.  Kat and I then continued talking another half hour, after Libby left to get some work completed before leaving for the day.

While I met with Libby and Kat, I heard some points of view and pieces of information new to me.  I have asked for documentation.  Some things were given to me at the meeting, and other information will be forthcoming.  I have studied what has been given to me so far — and will continue analyzing the information.  I will report back to them what I am finding.

Libby spoke at a meeting that night

After our meeting Monday afternoon, Libby spoke at the 285 Corridor Tea Party meeting in Evergreen that evening. Continue reading

What is learned from Westchester County New York’s 10-year incident? (See Blog 196)

The federal government can’t interfere with our planning and zoning, unless our commissioners give them control by accepting the grant money.  But if we accept the grant money, controls shift to the federal government.  So don’t apply for and accept the HUD/AFFH grant money.

Ask our County Commissioners to vote against accepting HUD/AFFH grant money.

Over 10 years ago, Westchester County New York signed up for the grant money.  Then a community activist group challenged them.  Westchester asked HUD for help, after which their serious troubles began.

To date, our commissioners have had to adjust their local plans to some degree, to comply with past money accepted for  “affirmatively furthering fair housing.”

Now HUD has developed (by experimenting with other counties and cities) how to take over more control of our neighborhoods, to make suburban neighborhoods “equivalent” to urban neighborhoods – to make suburbs “fair.” Continue reading

U.S. Department of Housing and Urban Development (HUD)
We have accepted two kinds of HUD/AFFH grant money in the past:
Community Development Block Grant (CDBG)
HOME Investment Partnerships (HOME)

HUD can’t take away our local control but….

The federal government can’t take away our local control – but our County Commissioners can GIVE away control to the federal government by agreeing to HUD/AFFH terms in order to receive federal HUD/AFFH money.

The vote will be soon.

Before the end of this month (April 2017) our three Colorado Jefferson County, County Commissioners, will be voting whether to accept HUD/AFFH grant money  [Community Development Block Grant (CDBG) and HOME Investment partnerships (HOME)].

Please call or email.

Please ask the Jeffco County Commissioners to vote against accepting the grant money.  If they do NOT accept the HUD/AFFH money, they retain their control as our County Commissioners — and we keep our planning and zoning decisions within our own county.

See Blogs 0195 and 0196  and 0198 for information about the disaster that HUD/AFFH has become.

The Commissioners’ job description is below –
(If they accept the grant money,
they sign over their responsibilities to the federal government)

“The board provides leadership and vision in guiding Jefferson County government, and the commissioners are responsible for overseeing the organization and budgets of a wide variety of county programs designed to benefit citizens. Please view our organization chart.

“The commissioners hold numerous meetings and public hearings to set policies and make decisions regarding land use, transportation, open space purchases, social service concerns, community development, law enforcement, libraries, public health and many other vital issues.” Continue reading

Westchester County New York is a 10-year real life example of HUD/AFFH experimenting to see how they can take the most control away from local government.  Westchester’s story demonstrates vividly, why counties should avoid taking any grant money from HUD.  The damage that has been done to Westchester is sad, and frightening.  We don’t want the damage to increase in our county.

We need to vote against accepting the grant money, so that we do not jeopardize the financial stability, and the neighborhood life styles of our county.  HUD is going after every suburb, to equalize financial and ethnic balance (social engineering).  If we do not accept grant money, we are safe.

Spreading the Wealth – by Stanley Kurtz
Who is the driving force behind HUD?

Spreading the Wealth by Stanley Kurtz, gives a good foundation for understanding  who the people and the organizations that are the driving force behind what HUD has become —  and how AFFH is their tool to bring counties under HUD’s control (taking away not only planning and zoning decisions from the counties, but also a host of other local choices.  They are pushing regionalism (erasing the voice of individuals living in communities).

On page 39 in the sub-chapter “Shaking up Suburbia” Stanley Kurtz lists three main components of regionalism, which aim to gradually destroy the suburbs:

“1)  Redistribute suburban money to the cities (taking a disproportionate amount of suburban taxes, and giving them to the cities).
2)  Force middle-class suburbanites back to the city.
3)  Force the urban poor out into the suburbs.”  (Importing the poor and financing them in the suburbs – this is called “economic integration” on the suburbs.[1]

WESTCHESTER COUNTY NEW YORK SUED

In 2006, the county was sued for “false claims.”  They had accepted HUD grant money, but had not made a study to see if they were keeping housing opportunities away from people because of their race.  They didn’t need to make the sturdy, because they weren’t excluding people because of race.  Westchester was the fourth most integrated county in New York State in 2006, when a civil rights group, Anti-Discrimination Center of Metro New York (ADC),  decided to sue them.    1.  This blog piece is an introduction to AFFH (Affirmatively Furthering Fair Housing)

Our Colorado Jefferson County county commissioners will vote before April 30th, whether to accept HUD AFFH grant money.  Become informed, and encourage them not to accept HUD/AFFH funds.

This movie and transcript deal specifically with the new rule.

Since our county set up our five-year plan last year, we aren’t under the “new” AFFH rule.  Some people think that means we don’t have to worry, but the truth is that HUD has been testing the waters since 2009, to see how much control they can take.

In 2009, they first chose to go after the county of Westchester in New York.  The litigation and efforts to comply have taken 7 years, and it looks like they may not have paid enough.  They may have to continue integrating people into their communities, and building and financing, more government subsidized high rises.  Below is a sample paragraph from an article by Mark Lungariello about the expense and grief Westchester has gone through: all because they accepted grand money from HUD through AFFH.

“The benchmark was the centerpiece of a landmark 2009 settlement with the federal government in which the county agreed to build the housing in 31 of its richest and statistically whitest communities — and take other steps to promote affordable housing in the region.” Continue reading
